The Provincial Commissioner, Lt Gen Liziwe Ntshinga has welcomed the life sentence imposed on a former police Constable from SAPS Gelvandale for the murder of her policeman boyfriend Const Vuyo Matshishi (36) in 2017.
Police officers who think that they are invincible and above the law are warned that the justice system is based on the rule of law and this law is applied to everyone regardless of status or any other preference.
On June 30, 2017, Const Matshishi also from SAPS Gelvandale went missing. His family last saw him when he went to visit Nosicelo Kamba at her house after she called several times for him to see her. He was off duty at the time. On July 1, 2017, his body was found in the boot of a burnt out car in Peddie. A herdsman discovered his body which was also burnt.
Intense investigations were conducted and the first accused Lunga Mbondo (34) was arrested in Kareedouw. He confessed to the murders of Matshishi and his cousin Melikhaya Nqono (22). Nqono was murdered in April 2016. His burnt body was found by SAPS Fort Brown members in Grahamstown. At the time he was not identified and was given a pauper’s burial. In September 2017, his body was exhumed and sent to forensics in Pretoria for positive identification. Nqono was a witness to the attempted murder of Ndileka Booi (mother of Matshishi’s child) who was severely assaulted by Kamba. Nqono was lured to Kamba’s house and also disappeared, never to be seen by his family until the exhumation in September 2017. Both males suffered the same fate by the accused.
In August 2017, Kamba was arrested and charged for the murder of Matshisi. Both Kamba and Mbondo remained in custody until the finalisation of their cases.
They were found guilty in December 2020 and sentenced on February 17, 2021. Their sentences are as follows:
Mbondo was sentenced to life imprisonment for the murder of Constable Matshishi, life imprisonment for the murder of Nqono, defeating the ends of justice (x2) – 4 years on each count.
Kamba was sentenced to life imprisonment for the murder of her boyfriend, Const Matshishi, 5 years for attempted murder against Booi and 4 years for defeating the ends of justice.
All sentences for both accused will run concurrently, so effectively both accused will serve life imprisonment.
Lt Gen Ntshinga commended the investigating officer, D/Sgt Mbuso Booi from the Provincial Organised Crime Investigation for his thorough investigation and the NPA for ensuring that both accused received the maximum sentence which is life for their devious deeds.
“The violent crimes committed by these two accused is a result of a tangled web of deceit coupled with jealousy and mistrust. No person deserved to meet their deadly fate through such cruel and premeditated acts. Justice has been served and the families of the murdered victims can now find closure of their beloved ones. Police officers like Kamba damages the integrity and reputation of our organisation and her sentencing is an example to all officers that the judicial system must never be undermined. Well done to D/Sgt Booi who through his sterling and flawless investigation have also cracked the case of the missing Melikhaya Nqono. The meticulous investigation left no doubt to the prosecuting authority to convict based solely on circumstantial evidence,” added Lt Gen Ntshinga.
